Yes, if you use the "CloudWatch Events" connection method. CloudWatch Events is a regional service, and must be configured in each region (either by launching our CloudFormation template in each region or using AWS CloudFormation StackSets to deploy it across all regions simultaneously).

If you use the "CloudTrail" connection method, you only need to deploy the stack once, in any region. CloudTrail will be configured as a global service to send events from all regions.
